Adoption Rate measures whether a deployed system has actually entered the way work gets done. License count is not adoption. Active daily/weekly users on the intended workflow — that is adoption.
Without an adoption measurement, automation and integration projects can look successful (the system runs) while delivering no operational change (nobody is using it). Adoption is the lagging indicator that separates shipped software from shipped operating change.
